Kurzarbeit 時短就労

Since March I am working shorter than usual. My department applied the "Kurzarbeit" (short work) at local job office for six months, I work 15% less but salary cut within 10%. The difference would come from the job office, so-to-say from our tax payment accumulation. It is of course much better for the gevornment that working hours shorten than that jobless rate would raise instead. For the company, they do not have to pay for employees without work but lose people with experience so easily. Actually I myself and my team members have lots to do, but as a while in our department many are working in engineering projects and we have less projects compared to last year. This system is quite flexible. We have to register the number of people who would work shorter in advance for the next month, but it is also possible that some of us would work normally from the next month because of a sudden overload of the work from new projects.


3月から普段よりも短い時間働いている。部署が地方の労働局に6ヶ月間のKurzarbeit（短縮就労）を申請したためだ。労働時間が15％短くなるが、収入減収分は10％を超えないという取り決めになっている。この差分は労働局から、いうなれば我々が払ってきた税金が積もったものから支払われる。もちろん政府にとっては失業率が上がるよりは労働時間が減ったほうがいい。会社にとっては仕事のない従業員に余計な給料を払う必要も、ノウハウをもった人材をみすみす手放す必要もない。実際には自分やチームのメンバーは仕事がたくさんあって大変だが、部署内の仕事の大半がエンジニアリングサービス。去年と比べて仕事が減ってきている。この仕組みはとても柔軟で、前もって次の月に何人が時短就労をするか申請する必要があるが新規の仕事のためにキャパシティが必要になれば次の月から普通に働くこともできる。

In Austria usual working hours a week is 38.5. During this period we are allowed to work 25 hours less a month, we would take three days off and one hour compensation somewhere in the month. At first I expected to work an hour shorter each day to have more time in Vienna every day, but it was no allowed and I have to follow how others would do. I would take these three days off at once, and other weeks I would work one day from home and other weekdays I have to commute to office in two hours. If I add two days from my vacation to the week I would take three days off due to the rule, I will have a whole week free. If I could have lots of money to spend, it might have been an ideal situation maybe..

オーストリアでは38.5時間が週の労働時間として決められている。この期間内は月当たり25時間マイナスした分が基準労働時間になる。我々は3日の休みと1時間分を消化しなければいけない。最初は毎日1時間早く帰ってウィーンで過ごす時間を増やそうと考えていたが、それは許可されず、周りの人間たちと同じように働くことになった。その3日の休みを一度にまとめて採り、他の週は1日家から働き、4日は2時間かけて事務所に通うことになる。3日の休みをまとめて取る週に2日の休みを付けるだけで丸々一週間の休みになって理想的だが、それもお金があり余っていたらの話。
