The end of the army service in Austria? オーストリアの兵役義務なくなるの?


Since Norbert Darabos who is in charge of national defence and sport ministry showed the future plan to change its policy to oblige men to serve in amy, there have had more discussions in newspapers or in the Internet as it were for paying for Euro fighters.
In Austria, due to current constitution, men from 17 to 50 should serve in amy for six months, it is also possible to deny it from conscientious reason but they have to serve for another replacement duty for 9 months at hospitals, social welfare or cultural facilities which state governer acknowledges. In fact, since 1998, about 25% of those who qualified the army service have chosen this alternative duty.
Mr Darabos's idea is to change the system more as profession and without obligation. In Europe, some countries like Italy, France, Spain, Hungary and so on already abolished army service in this 21st century. The countries where they still have army service are Greek, Germany, Sweden, Denmark, Finland, Poland, Switzerland and so on.

国防・スポーツ省大臣のノーベルト・ダラボス氏が兵役義務を廃止すると言う計画を公にして以来、ユーロファイターにいくら払うという計画があったときよりも、新聞やネットでの議論が盛んなように思う。
オーストリアは、現行の憲法上、17歳から50歳までの成年男子は6ヶ月間の兵役が義務付けられており、良心的な理由からそれを拒否する場合には9ヶ月の代替 役務が課せられる。実際1998年以降、徴兵審査に合格したうち約4人に一人は代替役務を選択している。
ダラボス氏のアイデアは、職業としての国民軍にするというもの。ヨーロッパではイタリア、フランス、スペイン、ハンガリーなどの国がこの21世紀になって兵役を廃止した。兵役義務のあるのはギリシャ、ドイツ、スウェーデン、デンマーク、フィンランド、ポーランド、スイスなど。

In Japan on the other hand, although the country has military but is not able to say officially that it is a military but self defence force, is actually treated as profession since long time. This is the way how Japan can possess it instead of its constitution that the country may never possess army. However, this "fake" military has lots of limit to act in emergency such as earthquake; without ordering out they have to keep the traffic rule and may
never ignore red light at traffic signal. This is now the right time to think it again, what it really is and should be.

一方の日本では、軍隊を有しているにもかかわらず公にはそう言えない事情がある。実際自衛隊は志願してなる職業としての扱いだ。これは憲法で国が軍隊を有することを禁じていることによる。しかしながらこの「偽」軍隊は自身などの緊急事態においても、発動命令が出ていなければ交通法規を守らなければならないなど、権限に限度がある。いまこそ再度見直し、何が現状なのか、どうあるべきなのかを話し合う時期に来ていると思う。

Birthday Meeting / drinking 誕生日飲み会

In the early in the morning I got some messages, SMS or even phone call from overseas to celebrate my birthday. As many Japanese I do not really care for that at may age. A friend of mine asked me when and where I am going to celebrate my birthday, I thought for a moment and changed my mind to call people that day. It was actually the first time to do something like that.

朝早くから、メッセージやSMS,さらには海外から電話で誕生日おめでとうの言葉を受け取った。多くの日本人がそうであるように、この年で誕生日をそれほど意識していない。友人の一人が、いつどこでお祝いをするのかと聞いてきたので、しばらく考えて、じゃあ今日なにかしようと返事をした。こういうことをするのは今回が初めてだ。

Wondering if 8 people for table reservation too much or not, I tried to reserve a table at a beer bar which I often passed by while my training for marathon. It is quite rare to find non-smoking bar in Vienna at all. The law to force any restaurant or cafe to display if it is the place for smokers/non-smokers or if they have a seperate rooms for both. This new law is valid since last June, actually there are very little cafes in the city and they physically cannot create a space only for non-smokers. And for the fear of losing their royal customers, usual cafes chose to label themselves as a place for smokers.

テーブルの予約は8人では多すぎないかと心配をしながら、マラソンの練習のときによく横を通り過ぎるビールバーにテーブルを予約する。ウィーンでは禁煙のバーを探すのは至難の業だ。カフェやレストランで、そこが喫煙者、非喫煙者、もしくは店内が仕切られているかの表示を強制する法律が昨年6月に実効してしばらくになるが、たいていのところは小さなカフェを区切ることはできず、また長年の固定客を失うことを恐れて、喫煙者の場所としてのステッカーを入り口に貼っている。

Instead of my sudden call, some of my friends came to say hello and have some drink with me. This cafe looked like a library, but there were lots of whisky bottles in the shelf. It is quite comfortable to sit and talk with friends. To my surprise, the cafe had only vegan menu, it is quite unusual or even unpossible in Vienna. I have never tried Wiener Schnitzel without using meat. It is similar to modoki-dishes, like shojin-ryori in Kyoto. Honestly it just seems to be a reckless challenge in Vienna; lots of people would like to eat sausages or fatty foods.

突然の呼びかけにもかかわらず、友人の何人かはおめでとうを言いに来てくれて、一緒にビールで乾杯した。このカフェは図書館のようなインテリアだが、本棚にはウィスキーが一杯。座って友人たちと話をするのに本当に居心地がいい。驚いたことにこのカフェ、メニューにベジタリアン用の食べ物しかない。京都の精進料理のようなもどき料理だ。正直、ウィーンでこういうのは無謀な試みだ。ここのたくさんの人はソーセージや脂っこいものを好んで食べる。


Later another friend of mine came who is working in a bar; he knows lots about cocktail or whisky. He opened the thick whisky menu of the cafe and selected shots for me. Glen Grant 15, Laphroaig 10 and some of his favorites. By the time there were 11 people at the table. I recently did not drink whisky at all, I remembered my university time when I used to work in a bar and tried to taste many different kinds of whisky.

しばらくして、バーで働いている友人が店に来た。彼はカクテルにもウィスキーにも詳しい。分厚いウィスキーのメニューを見ながら僕にいくつかショットを薦めてくれた。グレングラント15年、ラフロイグ10年と、彼の好みのウィスキー。このころにはテーブルに11人が座っていた。最近はすっかりウィスキーを飲まなくなったが、学生のころバーで働いていたときに、いろんなウィスキーを試して飲んでいたのを思い出す。

Actually, due to the local rule, I called my friends saying that I will pay all drinks for the day, but friends even paid for my drinks, whisky. We stayed at the bar until the closing time, 2:00 AM, enjoyed some inncent talk. I rarely stay up until so late but it was a great day for me.

実際、ここのローカルルールに則って、みんなを「飲み物は全部おごりだから」と言って呼んでいたが、僕の飲み物やウィスキーまでみんなが払ってくれた。閉店の2時まで店にいて、なんでもない話をみんなで楽しんだ。こんなに遅くまで起きていることは稀だが、素晴らしい日だった。

New Year Party 新年会

I called some friends to celebrate the New Year, my friend offered me his huge place. I cooked nabe and zenzai this time. My friend is totally vegetarian and no meat, fish or even soup from these was allowed to use. But this is much easier to cook without any soybean product which I once had. I wanted to find ganmodoki for nabe, but unfortunately I was not able to find it in Japan shop. So I tried to do it by myself.

新年のお祝いに友人を呼んだ。友人が彼の広い家を提供してくれる。今回鍋とぜんざいを作る。友人はベジタリアンで、肉も魚も、それを使ったスープもだめ。それでも一度あった、大豆製品を使わないことという制約よりはよほど楽だった。鍋にがんもどきが欲しかったが残念ながら日本屋さんで見つからず、自分で作ることにする。

The members were actually those who used to live in Japan for a while, or wants to learn Japanese. Many people in Europe know sushi, but almost nothing more than that when it comes to Japanese cuisine. Every time I would cook something, people would ask me "What is it? I have never seen it before." Honeslty I do not think I can contribute some to their Japanese language skills, but at least they have more chances to get to know what they have never heard, seen or tasted before. They are the one who has to learn language by themselves if they want, I am just a supporter to offer my help when they need it.

メンバーは日本にしばらくいたことのある人や、日本語を勉強したいと思っている人。ヨーロッパの人はみんな寿司を知っているけれども、それ以上はほとんど知らない。何かを作る度に、「それ何?見たことないけど」と聞かれるのが常だ。正直彼らの日本語のスキルアップに貢献しているとは少しも思わないが、少なくともそれまで聞いたことも見たことも、食べたこともないものに触れるチャンスくらいは提供できていると思う。言葉は必要なときに自分で勉強するものであって、僕は彼らが日本語で助けが必要になったときにサポートするくらいのことしか出来ない。

My friend's house is an apartment for a big family, the kitchen is big and very comfortable to cook. One of the best I had had before. I took cooked rice, ganmodoki paste and half-cooked azuki bean and started to cook as soon as I arrived; cutting vegetables for nabe, soup for nabe and cooking azuki bean for zenzai.

友人の家は大家族用の大きなアパートで、キッチンも大きくとても使いやすい。これまで人の家で料理をした中では一番。炊いた米、がんもどきのベースと、半煮えの小豆を持ち込み、家に着くやすぐに野菜を切り、鍋用のスープ作り、それにぜんざいの小豆の調理を始める。

It took me a bit more than I expected, it is not so easy to use electric plate at somebody's house for the first time. They were totally hungry when I finished zenzai, they all stand in or in front of kitchen and having a glass of wine.

予想していたよりも時間が掛かった。初めての家で電気プレートを使って料理をするのは簡単じゃない。ぜんざいの用意が出来たころにはみんな腹ペコで、キッチンやその前にワイングラスを片手に立っていた。

My friend was skeptical that I do something without meat or fish, maybe stereo type is so strong that Japanese would eat fish so much, eat sushi every day or something. But it seemed that they all liked the nabe. I promised him to demonstrate it again.

友人は肉や魚抜きで何かを作るというのに懐疑的だったが、きっと日本人はたくさん魚を食べて、毎日寿司を食べるといったようなステレオタイプのせいだろう。でもみんな鍋を喜んで食べていた様子。友人にも今度作り方を教えると約束する。

Today we repeated "itadakimasu" "gochiso sama" and "Akemashite omedetou gozaimasu". Additional "Konoshi mo yoroshiku onegai shimasu" was too hard for them though.

今日は、「イタダキマス」、「ゴチソウサマ」と「アケマシテオメデトウゴザイマス」を復唱する。「コトシモヨロシクオネガイシマス」はまだ難しい。

Making angler nabe アンコウ鍋を作る

A friend of mine called me if I would like to join a dinner at his place, saying that we can maybe cook some Japanese dishes, especially one with fish. Yes, it means I am supposed to cook for that. He called another two of his friends whom he got to know in his Russian class. So by chance we were all connected to Russian language. He is Iranian but he loves Japanese dishes, loves natto very much. He once asked me to demostrate how to make natto, I procured for him a heater for making natto.

友人の一人が彼のところに晩御飯を食べに来ないかと言う。何か日本料理、特に魚の料理を作ろうと。だいたいこういう場合は暗黙の了解で僕が料理を作ることになっている。彼はロシア語のクラスで知り合った2人を夕食に呼んでいた。偶然にもこの4人はみんなロシア語繋がりなわけだ。彼はイランの出身だが日本食が大好きで、特に納豆が好きだ。一度納豆を作るところを見せてくれと頼まれ、納豆用のヒーターも調達してやった。

He called me in advance what he would buy for the dinner, I thought for a moment which fish we should take for dinner. In Japan there are lots of possibilities in this season of the year, but in Austria fish is very expensive and no many choices as in Japan. I told him to buy angler, chinese cabbage, leeks, carrot and mushrooms. Honeslty I wondered if he was able to, I told him later that I would buy and bring shimeji and enoki mushroom. And the most important thing, ceramic pot, I brought the one with me which I brought back from Japan in my suitecase. I also asked him if he had rice and eggs at home, he had healthy one than white rice. After eating nabe, rice or udon noodle is especially necessary.

彼は事前に何を買ったらいいかと聞いてきたので、どの魚を使おうか考えた。日本ならこの季節たくさんの選択肢があるが、オーストリアは魚がとても高くて日本のようには選択肢がない。彼にはアンコウ、白菜、葱、ニンジン、シメジにえのきを買うように伝える。実際彼が分かるかどうか不安だったのでシメジとえのきはこちらで買って持参すると伝える。そして一番大事な鍋だが、これは前回日本に帰ったときにスーツケースに入れて持ち帰ってきたものを持参する。家に米と卵はあるかと聞くと、彼は白米よりもヘルシーなものがあると言う。なべの後にはうどんか米が欠かせない。

The other day, he asked me to go to a Japanese restaurant together with me. He could have ordered sushi there, but he wanted to follow my advice what to order. I ordered beer and edamame, grilled dried horse mackerel, tempura soba which all became his favorite. So this time I brought edamame with me and started to cook edamame for others while waiting for main dish, angler soup. To my surprise he bought dried horse mackerel by himself, so we grilled it for the starter.

先日、彼が一緒に日本料理屋に行かないかと誘ってきた。彼はそこで寿司をオーダーすることも出来たに違いないが、僕のアドバイスに従うという。そこで枝豆とビール、あぶった鯵の干物に天ぷらそば。どれも彼には気に入ったようだ。それで今回枝豆を持っていって、アンコウ鍋が出来るのを待つ間に枝豆とビールを楽しもうと考えた。驚いたことに彼は鯵の干物も日本食材屋で買い求めていて、これも突き出しに加えることにする。

After taking soup from kelp, added bonita flakes, then I put cut vegetables in the pot. Unfortunately he did not have any soy sauce at home but condenced soup. I tried to mix it with salt to have the proper taste. For others, too, edamame was the first experience. I explained to them exactly as same as I told my friend at the Japanese restaurant some days ago,  that these two are not seperable. They ate edamame as Japanese would do, bit and ate only the bean inside.

昆布からだしをとった後に鰹節も加え、そして鍋に切った野菜を並べていく。彼としたことが家に醤油がなく、出汁つゆしかない。しょうがないので塩と出汁つゆを混ぜてなんとか味をまとめる努力をする。枝豆は他の人たちにとっても初めての経験だ。友人に数日前に日本食屋で説明をしたのと同じように、ビールと枝豆は切っても切れないものだと説明をする。彼らは日本人と同じように、鞘にかぶりついて中の豆だけを食べた。

We did not have sake to drink but a bottle of Riesling, a typical Austrian white wine with full aroma. It seemed to me that they somehow liked the angler soup. After finishing it, I added rice and rest of vegetable into the pot and cooked again. To finalize it I added eggs into the pot after putting out the fire and covered with the lid. This may be also the first time for them to see how I cooked so-to-say risotto. We enjoy the risotto until the last grain of rice and there was nothing left in the pot.

酒はなかったものの典型的なオーストリアワイン、香りの強いリーズリングが一本。彼らはアンコウ鍋が気に入ったようだった。食べ終わった後、お米と残っていた野菜を鍋に加え火にかける。仕上げに溶き卵を火を止めた後の鍋に入れ、蓋をする。彼らにはこうやってリゾットを作るのを見たのは初めてのようだ。われわれは最後の一粒までリゾットを楽しみ、鍋は空っぽになった。

Christmas Hiking クリスマスハイク

A friend of mine asked me if I would like to go hiking on the Christmas day. Usual people would stay at home with their family, it was actually very cold outside.

友人の一人がクリスマスにハイキングに行かないかと誘ってきた。普通の人は家族と一緒に家で過ごす。実際外はとても寒かった。

We met at Charles Church and then took metro and street car to Wienerwald. There are lots of hiking courses there which would take from 2 to 4 or 5 hours. I went for hiking for sometimes in fall. Mountain treck was coverted with snow or partly icy. We took care not to slip on the ice and went up the mountain path.

カールス教会で待ち合わせをし、地下鉄と路面電車を乗り継いでウィーンの森へ。そこには2時間から4、5時間かかるハイキングコースがいくつもある。秋に何度か来た。山道は雪で覆われていて、ところどころ凍結していた。気をつけながら山道を登っていく。







We had a lunch break at the mountain lodge including sweets. There are several families there, maybe they drove up here by car. We had a view over Vienna and then came back to city again.

ロッジでスイーツも含めてお昼にする。何組か家族連れがいたが、みんな車でここまで来たに違いない。ウィーンの上からの景色を拝んでまた町に戻る。

Merry Christmas and Happy New Year

After coming back from my vacation in Italy, I had been very busy for my work. On weekends I had many appointments and I did not have time to write any Christmas or New Year card. This year I would stay in Vienna and spend Christmas and the New Year, would work from January 3rd. I wish all of my friends a Merry Christmas and a Happy New Year.

イタリアの旅行から帰ってきてからというもの仕事でとても忙しくしていた。週末はといえばいつも約束で一杯で、クリスマスカードやら年賀状を書く暇もなかった。今年の年越しはウィーンで、1月3日が仕事始め。「メリークリスマス。よいお年を。」

Rusky vecher ロシアンナイト

I joined the Russian night event to enjoy Russian food and talk. There is a "language evening in Vienna" group where they organize a event every week for different language in turn; Russian, Polish, Spanish and French. I do go often to French one and Russian. Actually my Russian level is still far from enjoying conversation with others, but I do not care if I can just stay there without being able to talk a little. It is just a trivial matter, to be there, eat the same thing and share the time with others is what I think very important. I did learn other languages in the same way and I had the same period with my German and other languages when I hardly spoke something.

ロシア料理と会話を楽しむイベントに参加する。 "ウィーンの外国語の夜 "グループでは毎週ロシア語、ポーランド語、スペイン語とフランス語のイベントを順番に企画している。フランス語とロシア語のイベントには定期的に参加している。実際ロシア語はまだ他の人と会話を楽しむというレベルになっていないが、そういう細かいことは一切気にしない。一緒に同じものを食べて、時間を共有するということが一番大事なことだと思っている。他の言葉も実際そうやって身に付けてきた。ドイツ語にしても他の言葉にしても、ほとんど何も話せなかった時期が同じようにあった。

The host had already started to prepare cooking when I arrived. He lives in an apartment with other people which is quite popular styple in Europe and called WG, Wohngemeinschaft in German which means living share. The merit of this is of course, to live in a big house with less expense. It should be harldy accepted in Japan but it is quite natuarl that people would put an add in the Internet sites to look for living share partners from both male and female. The host lives with two girls and share the kitchen, bathroom and living room.

イベントの言いだしっぺは、アパートに着いたときにはもう料理の準備をしていた。彼は他の人と共同でアパートに住んでいて、ドイツ語ではWGと呼ばれる、ヨーロッパでは至極一般的なスタイルだ。アパートに共同で住むメリットはといえば当然、より大きな家に少ない家賃で住めること。日本では間違いなく受け入れられないだろうが、ここではインターネットに伝言を載せて、一緒に住む人を男性女性関係なく探している。実際彼は2人の女の子と一緒に住んでいて、キッチン、バスルームとリビングをシェアしている。もちろんそれそれに自分の個室があることは言うまでのない。

We prepared pelimeni from dough. He already prepared the dough in advance, it is the mixture of flour, water and olive oil, I rolled the stick to thinner the dough and make a form with the mouth of a glass, then other girls stuffed the fried mashroom with bacon or smashed potato with leeks. Actually there are different names for the pelimeni which has meat or vegetable inside. I did not pay much attention when I tried Russian local food in St.Petersburg or in Moscow. It is a very casual food in Russia as same as Gyoza in Japan.

みんなでペリメニを準備する。彼は事前に生地を用意していた。小麦粉と水にオリーブオイルを混ぜたもの。それを伸ばし棒で薄くしてコップの口の部分で型を抜く。他の女の子がそれにきのことベーコンを一緒に炒めたもの、それからジャガイモと葱を混ぜたものを詰める。 実際ペリメニは中に何が入っているか(肉か野菜か)で名前が違う。サンクトペテルブルグやモスクワで現地の食べ物を食べて回っていたときにはあまり注意していなかった。ロシアではごく一般的な食べ物で、日本の餃子のようなものだ。

Some people including a Russian girl brought some Russian "snack" to the event. Quite interesting one was calamari, dried squid which is generally called surume in Japan, and they would be eaten with beer. And the other is smoked cheese. I should have talken a picture of the package.

ロシア人の女の子を含む数人がロシアのスナックを持参していた。面白いのはロシアにもスルメがあることだ。そしてビールのおつまみとしての地位も同じ。それにチーズの燻製。写真を撮ればよかった。

To serve pelimeni sour cream is indispensable. I was not sure if I could add some more olive oil to the dough to avoid being harder by cooking in the water, but it was actually very delicous. We enjoyed the conversation with other guests who ariived later till midnight. Subway running all the night surely influenced our weekend life in Vienna.

ペリメニにはサワークリームが欠かせない。 生地にもう少しオリーブオイルを足していたらあまり硬くならずにすんだのかもしれないが、それでもとてもおいしかった。遅れてきたゲストも一緒になってみんなで真夜中まで会話を楽しんだ。夜中でも走るようになった地下鉄のおかげで、ウィーンの週末の過ごし方は確実に変わってきている。
