The end of the army service in Austria? オーストリアの兵役義務なくなるの？

Since Norbert Darabos who is in charge of national defence and sport ministry showed the future plan to change its policy to oblige men to serve in amy, there have had more discussions in newspapers or in the Internet as it were for paying for Euro fighters.
In Austria, due to current constitution, men from 17 to 50 should serve in amy for six months, it is also possible to deny it from conscientious reason but they have to serve for another replacement duty for 9 months at hospitals, social welfare or cultural facilities which state governer acknowledges. In fact, since 1998, about 25% of those who qualified the army service have chosen this alternative duty.
Mr Darabos's idea is to change the system more as profession and without obligation. In Europe, some countries like Italy, France, Spain, Hungary and so on already abolished army service in this 21st century. The countries where they still have army service are Greek, Germany, Sweden, Denmark, Finland, Poland, Switzerland and so on.

国防・スポーツ省大臣のノーベルト・ダラボス氏が兵役義務を廃止すると言う計画を公にして以来、ユーロファイターにいくら払うという計画があったときよりも、新聞やネットでの議論が盛んなように思う。
オーストリアは、現行の憲法上、17歳から50歳までの成年男子は6ヶ月間の兵役が義務付けられており、良心的な理由からそれを拒否する場合には9ヶ月の代替 役務が課せられる。実際1998年以降、徴兵審査に合格したうち約4人に一人は代替役務を選択している。
ダラボス氏のアイデアは、職業としての国民軍にするというもの。ヨーロッパではイタリア、フランス、スペイン、ハンガリーなどの国がこの21世紀になって兵役を廃止した。兵役義務のあるのはギリシャ、ドイツ、スウェーデン、デンマーク、フィンランド、ポーランド、スイスなど。

In Japan on the other hand, although the country has military but is not able to say officially that it is a military but self defence force, is actually treated as profession since long time. This is the way how Japan can possess it instead of its constitution that the country may never possess army. However, this "fake" military has lots of limit to act in emergency such as earthquake; without ordering out they have to keep the traffic rule and may
never ignore red light at traffic signal. This is now the right time to think it again, what it really is and should be.

一方の日本では、軍隊を有しているにもかかわらず公にはそう言えない事情がある。実際自衛隊は志願してなる職業としての扱いだ。これは憲法で国が軍隊を有することを禁じていることによる。しかしながらこの｢偽｣軍隊は自身などの緊急事態においても、発動命令が出ていなければ交通法規を守らなければならないなど、権限に限度がある。いまこそ再度見直し、何が現状なのか、どうあるべきなのかを話し合う時期に来ていると思う。
