What service should be サービスの本質とは

I will not deny that Japanese service is more excellent than any of others, but I sometimes run across a situation beyond comprehension.

日本のサービスがどこの国と比べても相対的に素晴らしいことを否定はしないが、時として理解不能に陥ることはある。

I have my bank account in Japan. My credit card is also connected to the account. I often on business and use my private credit card, I transfer money to my account in Japan after travel adjustment. Then it will be informed via envelop to my address in Japan with which I registered when I opened the account there, although I am not there any more. In order to open an account at back in Japan, Japanese address is necessary.

日本に銀行口座を持っている。クレジットカードもその銀行口座に繋がっている。出張等で自分のクレジットカードで仮払いをすることが多いので、清算の翌月には振込みをする。すると振り込み通知が登録されている住所にその都度封書で届けられる。本人はそのにはいないのにだ。日本の銀行で口座を開く場合には、住所が日本国内になければならないというルールがある。その住所に自動的に送られる仕組みになっている。

It has no sense that they inform my home in Japan where I return only one a year. Envelop is not free. I called the bank if they can send me via e-mail. A woman in overseas transfer department picked my phone. I explained my situation to her and asked if it could be treated. She told me that she has to talk with her boss and once hung up the phone then she called me after some minutes. What was the result? As I expected. She told me that they can not do that because it is against their internal rule. I told her that I did not want to receive the envelop or it just caused me trouble. It was also rejected.

年に一度しか帰らない実家に送られていても意味がない。しかも封書はただではない。なんとかメールで直接送ってもらえないかと電話を掛けてみた。海外送金部の女性の方がでられ、斯々云々の理由で例外処理をお願いできないものかと尋ねてみた。彼女は上司と話をしなければいけないと言って一旦電話を切り、数分後掛けなおしてくれた。結果はどうだったか。予想通りだった。そのようなルールになっているからだめだと。ではそれくらいなら送らないでください。どうせ迷惑なのだからとお願いをしてみたところ、それも却下された。

No customer is really interested in how the rule in the bank looks like. Japan has been spreading "KAIZEN" since long which tells to improve rule once settled according to situation or demands. It is clear that they can be satisfied if they just follow the rule. However it is absolutely fault just to be keen on following rules. They should know at first, what can be assured if they keep the rule and when they know they can not assure that any more, they should again change their rule to be able to assure what they want. Nowadays it is just an anachronism that people can not contact via e-mail, might be not in the case for elder grandpa or grandma in pension.

正直その銀行のルールがどう決められていようが、客には興味のあることではない。一度決めたことをその後状況やニーズに応じて改善していくことは、”KAIZEN”として日本が世界に広めて久しい。決められた通りにすれば、もちろん自己満足にはなるかもしれないが、ルールを守ることにだけに神経を使うことは明らかに見当違いだ。ルールを守ることによって何が保証されるか、それが保証されなくなったら今度はそのルールを変えることもルールになっていなければ、ルールが存在する意味がない。年金暮らしのおじいちゃんやおばあちゃんならともかく、今の時代e- mailでコンタクトが取れないことなど時代錯誤も甚だしい。

Riot in China 中国の暴動騒ぎ

Recently I received questions as a rare Japanese here. Today on one of national senders in Austria, a text book "New history textbook" by Fusosha appeared on TV for some seconds. And the sender told that one of the reasons of the riot might be that the textbook just touch the Nanking Massacre only slightly. However, the faces of demonstration participants seemed like the ones of marathon "participants". Nowadays in Japan, it might be usually treated in books that there are both pros and cons about the "Nanking Massacre", if it really happened. What I do not understand is, that why such result from the research will not be sent to the world from Japan. It is not a matter only between China and Korea. Japan should inform what she has as material and what she has in her mind now.

現地の数少ない日本人として最近よく話を聞かれる。今日はいわゆる国営放送で、日本の教科書検定に通った扶桑社の” 新しい歴史教科書”が数秒映り、教科書に南京での虐殺について弱いトーンでしか触れていないことが今回の暴動の原因でもあるなどと報じていた。しかしデモに参加している人たちの表情は、はっきり言ってマラソンに”参加している”人たちのようなものだった。今の日本での常識としては、いわゆる”南京虐殺”と言われているものの存在は賛否両論あるというあたりではないだろうかと思うが、どうしてその結果というものが、完全ではないにせよ日本から世界に向けて発信されることがないのかということが理解できない。中国や韓国とだけの問題だけではない。その他の国々対して、日本が何をどう理解してものを言っているかを知らせる必要がある。

Precisely, why the authorized textbooks in Japan would cause such troubles? I will get the book from Japan this time again, but always textbook by only one publisher Fusosha is on the topic. I cannot help but feel some artificiality by someone. Surely every question and critic about the content of authorization must have been answered to both countries already. As far as such texts as "according to our generally accepted opinion..." and its reason and material do not reach other countries in English, Japan has not chance to be understood. This might be the quite common event such as spring labor offensive, it would bring usual people just a feeling, "ah, again". I wonder if the government really supports the research or its dispersion to the world.

だいたい、どうして日本の検定を通ったものに対してこんな騒ぎになるのか。今年も取り寄せて読んでみようとは思うが、いつも話題に上るのは扶桑社の教科書。何者かの作為を感じざるを得ない。そもそも、検定内容に対する苦言に対して、きちんと両国に返答が返っているはずである。”現在の定説では。。。”などというくだりだが、その根拠や資料が英訳なりされて日本の外に出て行かない限り、いつまでたっても日本が理解されることはないだろう。春闘のようにいつものように繰り返えされる恒例行事ゆえ、普通の人には”またか”という感覚しかおきないというのもしょうがないかも知れないが、そういった研究や情報発信に政府がどれだけ援助をしているのだろうと疑問が拭えない。

To make matters worse, Japanese would be misunderstood by foreigners because of ambiguity. I prefer to be silent, but it is fatal not being ready to speak clearly when asked or in very need. Obviously fatal to negotiate with foreigners. Japanese tends to feel that accusation or criticism is same as disregarding personality. But it is in other countries completely different. It is impossible to survive in the world, being too innocent. It is definitely indispensable for Japan who exports products or technologies to the world. Japanese should be conscious that Japanese way of thinking is away from world standard. It is impossible for others to understand Japan. Japan should stroke forward and communicate in world standard way, or it will never succeed.

ただでさえ、はっきりとものを言わないから誤解をされることが多い日本人。個人的には無口な方がいいが、発言を求められているときや、ここでというときに物がはっきり言えないのでは、外国人と交渉する際には致命的だ。日本人には、非難=人格の否定、と考える癖がある。非難をしても相手の人格を否定したわけでもない、相手が正しいことをするように促しただけたと考えられるくらいにならなければ、今の世の中で長生きできない。それが海外にモノや技術を売ってしか生き延びていけない日本には欠かせないものだと思う。それくらい日本人の発想や考え方というのは、世界の常識から見れば大きく偏っているのだということを自覚せねばならない。他国に日本を理解するのは到底不可能だ。われわれが相手側に足を踏み出してコミュニケーションを取らなければ、決して成功しない。

Non religious 無宗教

Not only in Japan, there are many people who call themselves as non religious. Last Friday, there was a funeral of John Paul II in Rome. Watching TV on Saturday, I just remember the scene I watched through TV in an apartment in Sangenjaya, Tokyo 1993, when Showa Tenno died. Was it on 4th, January? Every TV sender had a special program for him all day long. I expected that in Austria whose major religion is Catholic, that many people would take Pope's death as Japanese did at that time. ORF2, one of the Austria national senders had a special program, but the other senders just treated as a news. The ORF2 returned to normal program soon.

日本に限らず、ヨーロッパにも無宗教を自称する人が結構居る。昨日、ヨハネ=パウロ2世が亡くなった。昭和64年の1月に昭和天皇が亡くなった時を思い出した。東京の三軒茶屋のアパートで、1月4日だっただろうか??昭和天皇が崩御なさった記事を新聞で読み、すべての番組が天皇一色になったことを思い出した。おそらくカソリックの国であるオーストリアでも同じような感覚で、ローマ法王の死を捉えるものと期待をしていた。ORF2という、オーストリアの国営放送で特別番組のようなものを放送していたが、そのほかの局はごく普通。そのORF2でもすぐに普通の放送に戻った。

Sometimes I hear of some Europeans who criticize Japanese religion that it does not have holy god and not very sophisticated or directly primitive. This was one of the official reasons for the Crusades. However, at least the Tenno's death was treated in more respective way than the Pope. Catholic church has more than a billion believers and the top people died. If Tenno is god or not, this is not the point to discuss, I actually expected more in broadcast and frankly to say, I felt European are cool. The existence of Tenno in Japan, I felt it is just important for Japanese people without reasoning its connection between Shinto. Of course the truth that rental video venders earned very much in the week, until the TV programs got normal, should not be covered up.

西洋人の中にはたまに、日本の宗教についてこき下ろす人がいる。日本人を称して、神を持たない、人間として不十分な人種だと。それが十字軍の遠征の表向きの理由でもあった。しかし少なくとも、日本の天皇陛下に対する報道の扱いは、今回のオーストリアの国営放送でのローマ法王の扱いよりもよほど丁重だった。天皇が神かどうかという議論は別にして、世界でも10億を超える信者を持つカソリック教会のトップが亡くなったのである。欧州人っていうのはクールなんだなぁというのが率直な感想だ。信仰がなんであれ、日本での天皇という存在は、神道の関わりを理屈ではなくて、日本人としての感覚にとても大切なものなんだという感じを強くした。もちろん、そのおかげでレンタルビデオ屋がとても繁盛したという事実を隠すべきではないのは当然のことである。

I think that faith is not a question if something really exists or not. Before we believe or not, it might be a mentality which we can never avoid, I believe. For example, most of Japanese can not say something which may get others upset. If Japanese were in the situation, would it be possible to burn the national flags of a certain country so often and easily or assault supermarkets by opposing to join in the United Nations?

信仰というのは、そのものが在るか無いかを問うものではないと思う。信じる信じない以前に、どうしても避けられない精神性なのだと信じたい。それが長い期間を経て培われてきたものという意味である。例えば日本人が人に不愉快を感じさせる発言が出来ないというような。一部の韓国人や中国人の、日本の国連加盟に反対行動での、スーパーマーケットの襲撃や、日本の国旗を燃やすということが、逆に逆の立場で日本人に出来るだろうか?

Mask マスク

I have lived in Europe almost three years, but I have never seen people with mask. In Germany, in Czech and neither in Austria in winter. I wondered why. I came back from Japan with cold and went to my office with a mask. Everybody asked me what happened. Those who goes to Japan often on business knows it, but they have seen it only in Japan.

3年近くヨーロッパに居るのに、まだ一度もマスクをした人を見たことがありませんでした。冬のドイツでも、チェコでも、オーストリアでもです。どうしてかなぁと思っていました。日本から風邪を引いて帰ってきて、こちらでマスクをして会社に行くと、会う人ごとに何事だ?と聞かれました。出張で日本によく行く人は、日本に行ってマスクを見たそうです。

In Japan, any people cares to infect cold to others and also to be infected by others. That might be because there is no sick pay system in Japan. It is quite usual to cure cold before it gets bad and not to be absent from office. To have a day off for illness is quite normal for European and it can be never special. (please refer to comparison of vacation)

日本では、人に風邪をうつす、うつされることにとても敏感ですが、日本では病休があまり一般的でないこともあるからでしょう、風邪を引く前に治して会社を休まないようにする人がほとんどです。こちらの人間には、日本と比べて比較的気楽に会社を休める環境が当たり前で、特別なものだという意識はありません。

Moreover, there are no "general medicine for cold" here like in Japan, which calms symptoms of cold. We have to pay some amount of money for the medicine during winter. On the other hand in Europe, it is quite natural to stay at home, cure cold with rest and nourishment. They do not think to continue working by deceiving body by taking medicine. As a matter of fact, when I caught cold in Berlin, my host family did not give me "medicine for cold". At that time, I just wondered why....

また、日本のような総合感冒薬というものがありません。日本に一冬いたら、風邪薬を買うだけでも馬鹿にならない出費があります。一方、こちらでは風邪を引いたときには休養と栄養を十分とって治すのが普通で、体を薬で騙し騙し働き続けるという考え方がありません。確かにドイツで風邪を引いたときにも、ホストファミリーから風邪薬というものをもらいませんでした。そのときはどうしてかなぁと思っていたのですが。

Good old times 古き良き時代

When Christmas season comes, many tourists rush to Steyr. There is a Christmas post and they can have different postage stamp and postmark each year. For transportation to the post office from center square in Steyr, post bus will take the role. The three ton bus with 24 passenger sheets produced by Steyr in 1950. Its engine displacement is 5320cc and also made by Steyr. The company Steyr does not have automobile production line now, (there are production lines in Graz) more than 50 years ago it enjoyed its good times. It was founded in 1864 and now I am working in the company which used to be called Steyr Daimler Puch AG. Since the World War I, Austria had been occupied by Germany ruled by Nazi. The the company was the production base of tanks or military vehicles and also was bombed during the World War II.

クリスマスのシーズンがやってくると、たくさんの観光客がシュタイヤに押しかけます。ここにはクリスマス専用の郵便局があって、毎年異なる特別切手に特別スタンプがもらえるからです。そのクリスマスポストへの送迎用に、シュタイヤの中心から郵便局の送迎バスが登場します。1950年製の24人乗り、3トン弱のシュタイヤ製バス。エンジンは5320ccのシュタイヤ製ディーゼルエンジン。今は自動車の生産ラインを持ちませんが(もちろんグラーツには生産工場がありますけど)、この会社は当時こうして栄えていました。1864年に創業して以来の古い会社で、それが今日わたしが勤めている会社の前身のSteyr Daimler Puch AGです。第2次世界大戦では戦火にもまみれました。オーストリアがナチスドイツの占領下になって、戦車や軍用車を提供する基地になっていたからです。



Against my expectation, it was comfortable during the drive and engines worked as if it were just a little old. It was but still sensible with this suspension design that the chassis bumped slightly up when it was almost empty. From the interior we found it aged. However, almost every people on the street found the car and waved hands to it and it made passengers very pleased. The driver intentionally demonstrated diesel knock which we have to miss now and delighted passengers.

乗り心地は意外にもよく、エンジンの調子も年代を感じさせないものです。もちろんサスペンションの設計上、少ないお客さんが乗った状態では跳ねるような感じがあります。車内には時代を感じさせる趣があります。それよりも、道行く人たちがこのバスに手を振ってくれるのか何より楽しいです。運転手もわざわざ今ではあまり味わうことのできなくなったディーゼルエンジン特有のノッキングを披露して、乗客を喜ばせてくれます。

Comparison of vacation 休日の比較

Japanese news which appeared on the headline of newspapers have been articles about continuing typhoons and earthquakes. A little ago, a comparison of vacation from countries. In Japan, there are about twenty national holidays and is the biggest within the world. If an European reads this article quite normally, he should think that Japanese would take much more holidays than European. However, this is the source of great misunderstanding. Almost all of them do not understand the background of the society. They have no chance to know that Japanese nation has to repeat to move all together during holidays. Sick pay system is too common to doubt it. European can of course enjoy this right and take this national holidays. Addition to it, any of them can have their own vacation for some amount. If European takes it for granted and would mean it loud to Japanese people, it can not help that Japanese feel misery or even get angry with it.

こちらの新聞で日本が大きく新聞の紙面を飾ることと言えば、最近続いていた台風と地震の記事。少し遡れば、どれだけ祭日があるかという比較記事。日本の祭日は年間20日あって、世界の国々の中でも(欧州人の”世界の国々”という感覚は、ヨーロッパ圏+かつての植民地のことのような感じを受ける)も最も多いというものがあった。これを素直に読んだ欧州人がどう思うかと言えば、日本人のほうが欧州人よりも休みが多いはずだということだ。しかし、ここに大きな誤解の元がある。ほとんどのヨーロッパ人がここを理解していない。日本人が休暇のたびに毎回民族大移動のようなことを繰り返していることなど、普通のヨーロッパ人には知るすべもない。ヨーロッパ人には、病休が当たり前のようにあって、会社が休みになる国民の休日があって、さらにその上に個人別に決まった数の休暇が採れるのだ。こんなことを日本人に真顔で言うと、喧嘩を売っていると思われても仕方がない。

There used to be a TV commercial in Japan by Volvo that they have 5 week summer vacation in Sweden. It is definitely a life-time dream for Japanese. (Therefore it could be a commercial.) On the other hand in Japanese reality, those who works for a company would take 2 weeks vacation whenever he wants (10 working days and weekends), after having worked for fifteen years for the company, or it might be still a dream for others work for small companies or private company. It is hardly comprehensible for European that all employees would take holidays together, or almost all of Japan! and it just looks strange.

日本で以前放映されたことのあるVolvoのCMでは、そのスウェーデンが5週間の休みがある国ということが謳われていた。日本人にとっては正に夢のような話だ。(だからCMにもなるんだろうが)日本では、会社に勤めている人間にとっては、15年間勤続してようやく2週間(10日)の自分の自由な休みが採れるのが普通、もしくはそれでも夢のような話かもしれない。逆に言うと、会社の人間がいっせいに休みを採るというのは、こちらの人間にとっては奇異にしか映らない。

The most troublesome matter for Japanese is, how to prevent from being absent by illness and spending annual leaves (paid holidays). In Europe, as far as I saw in Germany, Austria and Czech, I have never seen people with masks who have caught cold. They can just take their sick holiday. They do not especially have to getting ill. They will never think of an effort for some Japanese workers to save their holidays during summer in order to go skiing in winter on week days pretending illness.

日本人が一番悩むところの、いかに病気で会社を休むことを防ぐかだが、ヨーロッパ(少なくとも、ドイツ、オーストリア、チェコなどの国でです。)では風邪を引いたから、もしくは風邪を防ぐためと言ってマスクを掛けている人を見たことがない。彼らは病気になれば当たり前のように病休といって休みを採る。日本のように予防して会社を休まないという考え方がないように思われる。冬に仮病を使ってスキーに行きたいがために、夏の間に有給を採らずになんとか我慢するという感覚は、こちらの人間には想像もつかないだろう。

It might sound that in Europe everything is just much better than in Japan. My problem here is, if it is believable or not, that I am not able to work adequately to satisfy myself. For some Japanese it should be unbelievable, from my feeling, net average working cost is higher than in Japan in Austria. Amount of paid working hours are much more in Austria than in Japan. We will be paid not depending on if we got a satisfactory from results, how much we have worked. Then I have to care much more than in Japan how to work more efficiently. I can not work until I can satisfy myself. Although I know I can reach 95 points out of 100 with additional some-hours' effort, I sometimes have to let me say yes with 70 points.

ヨーロッパがいいことばかりのように聞こえるが、こちらに来てから困っているのは、働く時間が採れないこと。そんなばかなとお思いの方もいらっしゃるかもしれないが、日本よりもこちらの方が、正味の労働単価が高い。それはすべて実際の人件費が加算されるからだ。結果が出たかどうかではなく、労働した分だけ払われる。すると当然、いかに無駄なく働くかということを考えざるを得なくなる。満足いくまで存分に時間を使って取り組むなんてことができない。あと数時間あれば95点が取れることが分かっていても、70点で諦めなければいけないことがある。

It is necessary for Japanese to think how to use "given" time. It does not mean 24 hours a day, but eight hours. Not only to work frantically until getting satisfied but to think how much time is necessary to reach the goal is quite important. More over to estimate how much the effort may cost it is an essential point to admit Japanese industry real stronger than other countries on a same scale.

日本人にも、”在る”時間をどうやって使うかを考えることができるようになる必要があると思う。”在る”時間というのはあくまで1日8時間ということであって、1日が24時間あることとではない。がむしゃらに”満足いくまでやる”だけではなく、その満足を得るためにはどのくらいの時間が掛かるかということと、その時間のためにどのくらいのコストが掛かるかをしっかり天秤に掛けられるだけの見積もりができるようになれてこそ、本当の意味で日本の産業が、他国と同じはかりの上で比べて強いと言えるようになれるはずである。

What could have happened in Japan? 日本だったら、どうなってたかなぁ

When I went shopping in the center of the city, I happened to see an incident. It should be quite usual case in a Japanese big cities. In the parking place along a river, two cars tried to pass by very slowly each other. It seemed that door mirrors of both cars are distant about five centimeters, and suddenly I heard they hit each other. I just wondered what would happen and kept watching. However, two drivers did not get out of their cars and they just drove out........... Huuummmm. How smart! Surely in Japan, they should have had very uncomfortable moment. Well, nobody would keep his car very clean like in Japan, a cars is just a tool for them.

今日買い物に出かけた帰りに、偶然ある状況を目にしました。日本の特に大きな町ではよくありがちな光景だろうと思います。川沿いにある駐車ゾーンで、2台の車がゆっくりとすれ違った時のことです。ドアミラー同士が5cmくらいはあったろうと思いますが、当たってゴツンと音を立てました。どうなるかなぁと思って見ていたら、お2人とも車から出てくることもなく、何事もなかったかのようにそのまま走り去っていきました。。。。うーん。なんて大人なんだろう。逆に日本だったらもっとギスギスしてそうです。まあ、日本みたいにいつも車をピカピカにしてる人あまりいませんし、ただの道具なんでしょうけど。

People here are more warm-hearted than people in Japan recently. Walking on the street, children would cheat me shouting "a-cho-" with kung-fu gesture, but most of the times they would greet me in quite normal manner. Of course where I live now is country side as my hometown is, but maybe, my hometown will be no longer in the case soon. I left Japan with an idea to return after about ten years. Of course there is no limit and I can stay here as long as I want. Today, I felt like staying here for ever.

なんか最近の日本なんかよりも、ここの人間の方がよっぽど人間味があるような気がします。通りを歩いていると、たまに子供に”あちょー”なんて遊ばれますが、普通はだいたい”こんにちは”って挨拶の声を掛けられます。もちろんここがうちの田舎と同じくらい田舎だからですけど、うちの田舎でもこんなことはもうなくなりつつありそうです。10年位したら日本に戻ろうかと思って日本を発ってきました。もちろん期限があるわけじゃなく自分が居たいだけいられるのですが、今日はふと、ここにならずっと居てもいいかなと言う気がしました。

As a matter of fact, I had had a problem with an internet connection card for laptop and it would not work. I asked help for telephone support and still I was not able to find any problems with setting. Then I was told to go directly to the shop where I bought it. Some days later on a Sunday, I visited the shop and asked when I would have chance to let it check.. What I had received as an answer was; "Laptop setting needs much time and we can just offer the service only on week days until 16 o'clock. " and I was frozen, almost spoke out as if I were in Japan, "Hey, who can come on week days until 16 o'clock ?? ". I was just able to leave there without saying anything. How would normal Japanese react in such the situation? Such a shop can not survive for a month in Japan!

実は、ラップトップに差し込むタイプのインターネットカード、どうしてもうまく動いてくれず、電話サポートに助けを請い、インストールしたプログラム自体のネットの設定に間違いがなかったので、お店に行ってくださいと言われた挙句に、そのお店で、
”コンピューターの設定は、時間が掛かるのでウィークディの16時までしか受け付けられません。それから週末土曜日は対応できません。”と言われ、つい日本人の感覚に戻ってしまいました。”おいおい、仕事してる誰がそんな時間に来られるんだよ。”と心の中で思いつつ、無言で立ち去ってきたところでした。日本で同じことが起こったら、普通の人はどう反応するでしょう。

I believe that the quality of Japanese service is the best in the world without any doubt. However, when we have to stand on provider's side, we would get continuously stressed by being demanded or complained by customers about trivial things, having no chance to excuse and working sometimes limitless. If it is possible just to close eyes to some trivial matters, prices of products or services will be less expensive and addition to it, we would not have to sacrifice ourselves when we are offering side. In this sense, I think everything is well balanced here with relatively high level. Art of service is one of that we are proud of in Japan to any other country. But today I just wondered if we are hysterically critical just by calling ourselves customer. I had to think it over again.

日本のサービスは間違いなく世界一だと思いますが、逆にサービスを提供する側になったときには、お客さんからは些細なことでも文句を言われて、言い訳もできずストレスは溜まる一方、残業などお構いなし。でも少し目をつむればモノやサービスが安くなり、自分がそれを提供する側になっても私生活を犠牲にする必要などもないわけです。そういう意味ではここはいろんなものがかなり高い水準で、いいバランスを保っていると思います。サービス精神というのは日本の誇れるもののひとつですが、一部ヒステリー気味にはなっていないでしょうか。お客の立場だからって、細かいところにけちを付け過ぎてはいないでしょうか。そんなことを考えた一日でした。
